So I have tried that however I get "Partial registered" on my bell and it doesn't ring.
The site is far away and I cannot get into the SIP Bells admin page due to the network config so I am fairly limited.
Is hunt group the only other option?

I am very new to Cisco CM and looking to see the best way to twin an external bell to a handset, I felt I was going down a bit of a rabbithole when looking into the "mobility" settings.
I basically just want it so when someone rings this one extension the external SIP bell sounds too...

Okay, I haven't done much Panasonic recently (or any PBX for that matter!) but I think you could use Group->Trunk Group-> Dialling Plan
You would then set as below;
Dial - 82327xxxx
Removed No. of Digits - 0
Added Number - 0
Now you may not want to use Dialling plan 1 for this, maybe...
I had similar issues with an Avaya IP Office, it was to do with the Network Topology config on the IPO.
Got it working on a few Panasonics and loads of NEC SL2100/SV9100 however

The small business end of the market will move to hosted for sure,
Out the box PBX's like Avaya IPO500, IPEC UCP100, etc days will be numbered
I believe Avaya only do 1 digital handset now from memory...There is little need to have an all in one box now

Something funny going on with your VPN routing,if it's a small amount of IP Phones just put them all in different P2P group.
