I had a similar issue on a NS700 , 4 remote phones, 2 would work and 2 wouldn't, customer is using a basic netcomm router at the remote end, a re-boot of that router got all back up and running, but a higher spec'd router has been proposed to hopefully avoid this happening again

One way, Turn off line access to the 2 inactive co lines and set up the extensions to hot dial the outside line access
