I have a customer with a Option61c RLS 4.5 who would like to add VOIP phones to it. My question is can I still purchase a signaling server and keycodes without having to upgrade to the latest RLS?

Try right clicking your mouse and "save target As" I find this works most times on Avaya.

In the properties tab, there is a setting to use previous calls as EWT"something like that". Also check feature 909 and view the status, maybe the EWT are exceeding the 2 and 3 minute thresholds already?
