xsl-fo placeholder or table

Hello!
Is it possible in xsl-fo to have some kind of a placeholder/table at the bottom of every page for example always three lines from the bottom at the right side of the page??

Is it possible to increment the page-number programmatically? If that´s possible then I could use a header and a footer on my page instead of a placeholder.
 
My problem is that I want to have the fo:page-number both in the region-before and the region-after.

Example:
Page 1
region-before Page 1

region-after Page 2

Page 2
region-before Page 3

region-after Page 4
 
Is that the need? How come I did not see in the original post?
 
Is it possible to get the page-number incremented both in the region-before and in the region-after??

Anyway I´ve found a way to come around this problem but the best solution would be to use a page-number in the region-before and the region-after section..
