Xref disturbance to plot 1

An architectural,"locked", xref is being used as the backdrop of our furniture layout (symbols added in from CAP program). When I try to plot there are a few pieces out of the majoriy of furniture components that are not showing up by the building core.
ACAD 2006 is what is being used.

What may be the problem?
How can I fix it or can it be fixed?

I have tried the following:
Exploding the base plan using block editor
turning off layers and/or unlocking
reassociating the furiture layer
Copy and paste

Help is greatly appriciated.

Did you check if any layers are set to "no plot"?

There are some layers that are set not to plot.
However, there are other floors that are plotting and have similiar non-plot characteristics/layer identities.
