XP won't save changes on reboot

I have an XP unit on a public library network that reverts to previous boot on reboot. Can I change this setting?
I noticed this when I changed IP addresses and added a folder to the desktop and rebooted. The IP changed back and the folder was gone. I made sure I saved the IP configuration and checked it in IPCONFIG.
After reboot all went back to old IP.
Any Ideas?

The machine has probably been set up by the Administrator via Group Policy or even third party software to behave like this.
