xp pro slowdown

i have 2 almost identical computers even same motherboards ect. p4's with 600 free memory one a 40 gig the other 80 gig hard drive
they connect with a hub to cable modem. both have always been very quick and dependable on the net. however i have just upgraded to win xp pro on both machines. only difference is the one computer was upgraded to xp pro from winme. the other was a complete install. both with new xp official softwear.
the upgraded one works fine. the total install xp, seems like it boggs down on the net. the internet explorer page opens real fast but most of the times i have to hit the refresh and or back arrow to finaly get the page loaded.
writing email when i go to send it takes so long it times out and gives the page cannot be displayed and i loose the letter i wrote even.
we use a cable modem and they claim to have the computer set to auto detect. on the slow internet computer i have tryed the auto detect and even configured the settings and still this "lag" the cable company dosent seem to support problems. they say it worked before xp was installed, its microsofts problem and wont even check settings ect.
even online testing. when i do get the computer connected it shows almost tripple the download speed ect than what the cable company claims it should. it has always been that speed. its just the lag to get it to finaly connect without timing out.
 
Would you get any additional info by running Task Manager, and watching Performance, and comparing what you see between the two computers? If you see one CPU--but not the other--peaking up to 100%, you might be able to establish exactly what is causing the slowdown.

Maybe. It's just an idea.

It wouldn't hurt to check out both machines, especially the slower one, for Spyware and Adware, to see if that is causing any problems. This link will also lead you to the Winsock checking program.
