XP Pro - Cannot Add Printer

For some reason the add printer option does not respond. I have tried double clicking on Add Printer and get nothing. Also, going to File and Add Printer does nothing. I get no error messages either. I have stopped and restarted the Print Spooler service and that didn't help. Also, going to Start, Run and doing \\servername and right click on printer and choosing connect doesn't do anything either.

Could this be a .dll issue somewhere? Any ideas?

And it is not permissions or profile. I logged on as local administrator and the same thing happens.
