XP Home power settings 1

We have some XP home laptops that need the power settings changing, standby, hibernate times etc. The problem that I've come accross is that if I make changes to the power plan as administrator it doesn't apply the changes to other users but as the other users aren't admins they can't make the changes themselves.

How can an admin make changes that apply to all users?

XP Home SP3.

Make them temporary ADMIN equivalent, make the changes, log out, log in as Admin, remove their admin privileges.

Maybe there is an easier way, but that should work.
 
The problem with that is that they have a very locked down desktop so that all has to be undone as well to even get to the control panel so it will take a long time.
