XP hangs than releases every few seconds

Every few seconds my system hangs up then releases. It is very noticeable when video is playing, during games, and you can experience this by testing the direct draw and direct 3d features with dxdiag. This did not occur under 98SE. Nothing has changed in my computer since the Win98 SE configuration except for a new hard drive. I changed to a new hard drive and installed XP Home with a clean install to try to eliminate this problem. One of the first things I did after installing the fresh operating system was to test this phenomenon. It was still happening. Obviously the problem has nothing to do with needing a clean install of XP. I have a soyo dragon ultra platinum board with a Athlon XP 2200+. Radeon 9700 pro video card and UDMA mode 5 on one drive and mode 3 on the other. My DVD is UDMA and my CDRW is DMA mode 2. In other words, I have enough computer it that should run. I have tried running the CD's on PIO to see if they were a problem, but that changed nothing. every few seconds my CDRW light comes on and this is roughly about when the system hangs. However, I have removed this drive and tested and it made no difference on this problem.

I need some ideas. I did not have this problem under 98 SE. I have never seen it with any other computer running XP. all my drivers are up to date. The only thing that is measurable is that I have a problem under XP home that never existed under 98SE. So far every one just reads out of a script and doesn't seem to know as much about computers as I do.

Have you tried disabling Indexing Services? Right click on your "C" drive in my computer near the bottom there will be a check mark for "Allow Indexing services" uncheck it, a pop up box will appear asking you if you want to apply it for the "C:" drive or "C drive and all sub folders" choose the subfolders one and then wait awhile as it makes the changes.

also open up task manager and see whats running.

 
Right Click on your "C" drive .... and click on properties, sorry no edit just insert this and go on.
 
I did try that and it didn't fix it. Thanks for the try, though!.

also what Is your IDE channel setup ie.

IDE 1 IDE 2 master/slave

IDE 3 IDE 4 master/slave

Just trying to get a feel for how your system is setup.
 
Sound card is a SB Audigy with the newest drivers.

IDE 1 has two different hard drives both UDMA mode 5. Not a raid setup just two hard drives. Master drive is NTFS, drive 2 is FAT 32 with some old files on it.

IDE 2 has a DVD and a CDRW. the DVD (master) is UDMA mode 4. The CDRW is multi-word DMA mode 2.

At this point I don't have the board overclocked. The AMD processor runs at real speed of 1.8 ghz and I have DDR 400 memory.

Again the confusing thing is this hang/start didn't happen under 98 SE. With the exact same configuration it only happens under XP.
