X11 not working - Can't start the X-SERVER?

I installed X11 and verified that all filesets are installed. but I can't start X-windows apps, i.e xterm or xclock from telnet session. Can't get X server started?!

export DISPLAY=hostname:0.0 was done.

# xinit

xinit: Odm keyboard id is NULL. [HANGS!]

# startx
Please wait - starting your session [Nothing Happens!]

# DISPLAY=tor31462:0
# export DISPLAY

# xclock
Error: Can't open display: tor31462:0
# echo $DISPLAY
tor31462:0
#
# instfix -i |grep ML
.........
All filesets for 4330-08_AIX_ML were found.
All filesets for 4330-09_AIX_ML were found.
All filesets for AIX43ML were found.
All filesets for 4330-10_AIX_ML were found.

# rexec testaix aixterm -display tor31462:0

1363-008 aixterm: Cannot make a connection to X server tor31462:0.
If the X server is not running, run the xinit command.
If the X server is running, check the specified display number.

If you are telneting in from a PC, you are going to need an X client on your workstation. I don't use the GUI so I am not too versed in making it work. IBM Certified -- AIX 4.3 Obfuscation
 
I want to install Oracle and need to get the DISPLAY variables setup for the Installer to work!

After running the following commands and setting up DISPLAY with IP address, it works! Since, Nameserver is not quite setup yet.

# lppchk -v
# lppchk -c
# export DISPLAY=10.35.8.83:0.0
