Same issue here. In place ugprade from GW 6.5.4 on a NetWare 6.5 SP4a box straight to GW 7.0.1. Never had the issue before. Will be trying the "work around" this weekend:
delete GWIA and WebAcc objects
create new GWIA using 7.0 and English-only code
recreate WebAcc
load WebAcc
unload doc viewer then WebAcc
load GWIA
load WebAcc
cross my fingers and pray!
