if I approved an update in WSUS 3.2 by mistake, then quickly declined it will it prevent it from deploying to the machines in that group?

It depends. My machines poll the WSUS server, not the other way around. So if you 'unapproved' something and your clients check for updates than you're OK. If you 'push' the updates from WSUS than you're screwed.
