WSUS Clients not Rebooting

Using WSUS to push down patches to end user PC's, but PC's are not rebooting as per the parameters definted in GPO for their respective OU. Verified that "No Auto-restart for scheduled Automatic Updates Installations" is set to DISABLED and that "Configure Automatic Updates" is set to "4-Auto download and schedule the install.." for Every Sunday.

Used RSOP to ensure group policy is being applied right on the client as well as WSUS Client diagnostics tools and everything comes up correct.

I need for these machines to reboot after patches have been applied as per the schedule defined in GPO whether they are logged into or at the login screen. Thoughts?
 
RSOP is ok, but it'll only give what policies should be applying taking in to consideration the user and the OU.
On the local client, open regedit and browse to HKLM\SOFTWARE\MICROSOFT\WINDOWS\CURRENTVERSION\GROUP POLICY\HISTORY.
you should be able to see the WSUS gpo in there (you may have to view each gpo if you don't know the SID) and you should be able to check exactly which settings of that policy are being applied.
Check to see if "4-Auto download and schedule the install.." is actually being applied.
