Wrong time on 9600 phones

I have a client that has a s8700 with the 9600 phone sets.

The issue is, the time CM is set to is correct, however the time displayed on the 9600 set is an hour fast. I checked the 46xx settings file, but the only DST setting in there is for SIP phones. I am 100% sure these are not SIP phones. Any ideas on where else the phones could be pulling the time from?
