Is this version capable of pulling data directly out of Cognos report?

Not sure which version you mean. If you're talking Cognos8 then there is only webbased reporting (aside from traditional cubes) In that case there is not data to fetch.
The reports are just html presentations calculated by the C8 server.

Are you telling me that the only way you can do the dashboard is to export Cognos to Excel then build the dashboard against the spreadsheet?

Probably not. Cognos will use either SQL (database/catalogue/framework) or MDX (cube) to retrieve data. The whole point is to perform the similar exercise with the business objects toolset.

Using exported data from Cognos to feed to BO is a pretty inefficient path..
