This happens on my printer too. Mine is an HP and although I called their HelpDesk and they fiddled with certain settings, I've never been able to fix it. So I created a similar looking border and, when I want to use it, I place it in my footer area and widen up the footer to accommodate any text that I want to also use.

This can be a real pain. When a page border is set to be measured from the edge of the page (under Format > Borders and Shading > Page Border > Options) you can't set a big enough margin for many inkjet printers. If you change it to 'from text' and adjust your margins you should be able to have it print. It might take a bit of trial and error though.
