Simple. Make all users full administrators. Problem solved.
However, if you don't like Corel's suggestion (as we didn't) there are other ways. The best I've found so far is to use the Network Administration tools to set up a server-based installation (to which users have READ access), install it on the machine and not actually OPEN the application...just install it, then copy that profile over the DEFAULT USER profile.
When any users (administrator or otherwise) logs in and tries to open a Corel app, any additional files that are needed and not stored locally on the PC (where they should be) automagically come down from the server and complete each profile's installation. Works for us 100% of the time ... also makes for handy repair operations as you can then script automatic removal, installation, and repair (i think) jobs...but 10 is hella more stable than 8 or 9 ever was, so it needs TLC a lot less...
