Word Read-Only but still edit

I have an issue. My company is currently a mixed environment of Office 2003 and 2007. We are in the process of upgrading everyone to 2007.

I have a user that deals with a bunch of Word Documents that he posts on a network drive. He password protects them so only he can make changes but other users can go into "Read-Only" mode.

That part works fine. But he needs to be able to make changes to the files while someone may be looking at one. Even though he is in the document by using his password, and the other user(s) are in the document as read-only...it won't allow him to make any changes. If he is the only one in the document he is able to make changes.

Is what he is wanting to do possible?
 
Which kind of user is he - 2003 or 2007?

He is using 2007. But was save everything currently in the 2003 format (.doc not .docx) until everyone is upgraded.
 
This is normal. If a user has opened the Word file, there's a windows locking file active in the folder so that only one person at a time can use it.

In 2003 he was able to do this successfully all the time by password protecting the document. And since other users open the document in Read-Only mode...it allowed him to make changes so the next time another user launched the document it would be updated.

However, this hasn't worked since we upgraded him to Office 2007.
 
I found the solution. There is a bug in Office 2007 about this. MS has a hotfix. It is KB956795.

I listed this just incase anyone else comes across this while searching. I hate coming to threads with my exact problem but no answer to them posted.

It occurs to me you could get the same result by exporting as a PDF document, and it might be less work for your servers.
