Won't Power Up?

Was working fine a week ago. This is not a build from scratch project. Can't get a P550 on Asus MB with ATX power supply to power up. Bought a new power supply and the same problem. Power supply fan & CPU fan spin for about 1 second and then stop. No post codes/beeps from the MB. I have unplugged the power from all devices (HD,CD,Floppy). I have removed all PCI cards. Same thing, no power up. PC is about 1.5 yrs old and used about once a week for 3 hrs. W98 SE os. Any ideas what is wrong?

This is usually a crowbar shutdown because of excessive current being drawn by something. It may not be from a total overdraw, but could be one of the supplies being stressed.
How about pulling the processor out? You won't do any processing , but will eliminate the possibility that the CPU has fried, which will also allow high drain. Ed Fair

I agree with Ed's comments... You could also try pulling the memory strips out - I've known one of those to inexplicably draw excessive current. Unplug the front panel connectors (l.e.d., reset, etc) from the mobo in case a short has developed there. It is also remotely possible you've had a loose screw, or nut off the serial port floating around inside the case, and this has finally lodged itself under the mobo and is shorting out one of the tracks to the case.

Extra brass standoff's can also short the mobo, do the number of standofs = the number of screws in the mobo?
 
It appears to be the CPU and/or Fan assembly. When I pulled them, the Power Supply fan stayed on. I was hoping that if I reseated the CPU assembly, it might fix it. The next power up attempt, burnt the little 5A 250V fuse in the second power supply. That doesn't appear replaceable without a soldering iron. So I guess it off to the store for a new CPU & Fan, and a third Power Supply.
