Won't Logoff or Shutdown

I have a PC that is a P4 2.8 with a 36 GB SCSI hard drive. This system will not respond to:

START --> SHUT DOWN --> LOG OFF or
START --> SHUT DOWN --> Shut Down

I've even tried the CTRL+ALT+DEL method (SHUTDOWN --> Log off/shutdown) and the same thing happens...nothing.

No error, nothing.

Anyone have an suggestions?
 
How does it go in Safe Mode?

These will assist in determining if there is a third party driver or program causing this problem.

Thanks a lot. That was all helpful information. However it turned out that somehow Realtime, Quicktime, and Adobe wouldn't let XP logoff/shutdown/restart.

Disabling those startup-apps through MSCONFIG resolved the problem.

Then using Lavasoft's Ad-aware, we did thorough scan and cleaned it out.

Since then, it's been performing perfectly fine! ("perfect" subjected to Microsoft terminology! :) )
