Wireless IP phones on Cisco 1200 AP's

I have this problem that comes and goes on access points around the site. The WEPs are fine and the ACS server can be taken out and it will still occur.
Thephones give me a fast busy signal and after about 20 seconds it will function normally until we either roam or turn off and on the phone... Any Ideas?

The log results could represent low signal strenght, roaming into new domain and coming back.

Authentication is a logic switch, is either on or off. You seem to start a call and then is disconnected so your WEP seems OK. What brand of phones are these? Cisco, Spectralink, ZyAir?

Some of manufactirers have call treatment options that will tear down a call after a few seconds; I have seen it with Spectralink and Ericsson gateways.
 
We are using Spectralink phone/gateways.
