There are program unit names files and signals files for ACS and SES. Theses are particular to the BC release your dump is from.
These are used to print names which correspond to the numbers in the signals.
I have these files somewhere, but why do you need them? Analysing syar dumps is not simple and to make any useful progress you need the Plexview database for the release in question; unless you only want to know if the restart was due to someone pressing the LPU button.

Your dump was caused by the LPU button being pressed at 16:47:38 on 22/09/2019. If that is not what you expected you should bear in mind the syar will only record the first restart reason and will not be overwritten by newer events until the status is set to old with SDDSC. I have looked at my copy of winsde and it is quite old so the signam files might not be too accurate.
