WINS server access denied

I have a brand new installation of w2k3 server going and just now I have added the WINS role to the server. It seems to be working fine, however I cannot access the server in the WINS console because it says ACCESS DENIED. I am logged in as the domain admin. Anybody know what is going on? thanx
 
by WINS role, you mean you have installed the WINS server component...?

and now in the console, you click Add server, you type in the IP address or name of your server and it is refusing you access at this point?

And you are doing this interactively ON the server, not on a client with adminpak installed?

yes, I have WINS server comp. installed on a fresh new copy of w2k3 standard server.

In the console, I already see my server (which is the one I am logged on to) but it has a red line across it and in the right side of the screen (the viewing pane) there is a lengthy message about not being able to contact the server because ACCESS IS DENIED.

All of this is done on the server in question under the admin account.

However, in the meantime I have managed to get access to the server. I suspected the some Group Policy was causing or the DC security policy was the culprit, so I essentially wiped them clean and started from scratch.

I strongly believe now that it was the DC sec policy because I imported the weakest one and it started working. It just bothers me that a sec policy would deny access to a server component to the domain admin.
 
2003 is very secure (supposedly) by default, and maybe there are some settings that aren't wanted...
