windows xp shortcut changes location to \\computername\c$

I user running windows xp pro has a shortcut on there desktop that points to an application located on there C drive. The problem is that for some reason sometimes the shortcut changes the location of the application from "c:\program files\folder\app.exe" to "\\computername\c$\program files\folder\app.exe". Since they are not an admin on there machine they can run it. Why does the location change on the shortcut.

\\computername is a network reference. is the computer a part of a network?
 
How was the shortcut created? Via login script, or was it manually created in the "all users desktop" of the machines? From the way it changes the location of the shortcut, it almost seems as though the shortcut is created with either a script or batch file. If you can find out which one, and post what you find (info in the script or batch), we should be able to get it straighted out....

Shortcuts, in my experience, do not rewrite their properties info on their own...Either some script is operating on it, some odd trojan is at work or the user is changing it for some reason..
