Windows XP Scheduled Tasks Wizard, not functioning

The scheduled task wizard under Accessories does not work when it asks you to select the programs you want to run. Occasionally a window will appear that reminds me some scheduled tasks have not been completed.
Anyone know how to fix it so it works or disable it so it doesn't think that it is working but isn't smart enough to know it is not firing on all cylinders?
 
The wizard will appear if you add a new task. But if you want to be Notified by missed task you should go to Start /Accesories/System Tools/Scheduled Task/
then Select the Advaced option on the top menu and select notify me of missed task.

When you select "ADD SCHEDULED TASK" the wizard opens and that's where my trouble starts. Selecting "NEXT', then the "Wizard" is supposed to list the programs you can schedule but it never does that.
