Windows stopped working after running spybot

Hi i am trying to fix a Win 98 machine that stopped working after running and fixing some problems with spybot.

When the machine was supposed to restart spybot was going to perform additional cleanups.

Now all I get is a Win 98 Setup wizard screen asking for user name and password ?

Any clues

OK got it working again by using "SCANREG
