I have the exact same problem you have on my clean installed Win2003 server.
There's an kb article discribing the similar senario in windows xp. The solution was adding a key in registry DisableDFS=disabled. I did this to my win2003 server and the problem was gone for a few days. After I installed TrendMicro ServerProtect and Veritas Backup Exec on that server, the events started happening again. (I am not sure if these are related tho)
I have 2 servers running w2k3, both HP Proliant and both OS are clean installed. These events only happens on the file & print server, which I believe is the operation master because it's the very first server on the my new domain. The other server is w2k3+exchange2k3, no such events occur on it.
Events occur on the server are:
Event ID: 1058
Windows cannot access the file gpt.ini for GPO CN={31B2F340-016D-11D2-945F-00C04FB984F9},CN=Policies,CN=System,DC=mydomain,DC=org. The file must be present at the location <\\mydomain.org\sysvol\mydomain.org\Policies\{31B2F340-016D-11D2-945F-00C04FB984F9}\gpt.ini>. (Access is denied. ). Group Policy processing aborted.
Event ID: 1030
Windows cannot query for the list of Group Policy objects. Check the event log for possible messages previously logged by the policy engine that describes the reason for this.
