Windows sbs licensing snap in error

MMC licensing Snap-in failed to initialize. Need to know how to correct problem. Urgegent my server has defaulted in to per server mode when it should be in per seat mode..

I am having this same problem. The client was running SBS 2000. I had hoped that when we upgraded to SBS 2003 the problem would be fixed, but alas, the snap-in still fails.

Any luck on this? I am still gaving this problem. Part of the reason is that I only work with this server once every 2 weeks, and then only for a few hours to do complete maintenance. Any help on this would be appreciated
