windows reboots automatically-wont shut down

I have just built a new computer and I can only get it to shut down by pressing and holding the power switch.
Every time I try to shut down,it switches off and then on again immediately.I even tried low level formatting and complete re-install of win xp pro,but still the same.
I have checked and it is not set to restart automatically.can anyone help.
 
I have checked and it is not set to restart automatically." Do you mean not to automaticly restart on a critical error? Because if you are throwing an error during shutdown a restart will happen unless under System Properties, Startup and Recovery - Sewttings, the automatic restart entry is removed from the System Failures box.

See for clues:
 
check your bios settings. make sure wake on LAN and modem are disabled. otherwise it will continually detect the modem or LAN card and restart. same thing happened to me
