I have used what is now XP since early BETA stages, and have never enabled Windows Messenger.
With the formal release of XP Microsoft offered under Group Policy a way to prevent Messenger from Starting at Startup, and the option choice under OE to prevent its startup concomittant with that program. Beginning with Service Pack 1 Microsoft offered the additional panel to Control Panel, Add Remove Programs, to set default states for native XP programs such as Messenger. Starting with Service Pack 2, Microsoft included Messenger controls in the native Firewall, as well as in the Add-ins Manager under Internet Explorer.
The ability to completely remove Messenger from your system using the command line has been well documented as well.
There are no ill or adverse effects from stopping or removing Windows Messenger.
