Windows Installer Message

Everytime I try opening an application, I get the Windows Installer Message, preparing to install..... Any suggestions as to how I can fix this problem.

What kind of app. have this problem? Office?
It's an official bug in MSI service. Fing MSI service version 2.0 or higher and install it.

The problem occurs upon boot, launching Internet Explorer and Office Apps.

Did you do a custom install of office. You should and select run all programs from my local drive. These items are not selected by default. Also when you load them try opening each of the applications at least once as the administrator then log in as a normal user.
