Windows HIPAA compliant?

Does anyone know if Win2k3, 2000 and XP meet HIPAA requirements. There was some concern over service packs making changes.

I just took my HIPPA training and I seem to remeber them saying that it was. If not XP, the 2003 server would be because if the insaine security.

I have someone telling me and there is a group at medical convention stating that Windows is not as ServicePacks can make security changes i.e. XP SP-2.

My feeling was if Windows meets Dept. of Def. security it must meet HIPAA.
