Windows Error 1335 / 2350

I just reformatted a friends HardDrive. She was running Win98, but I did a clean install of XP Pro. I've never ran into this type of problem before, but every time I try to install anything really (such as Nero, Nortons Anti-Virus, Adobe Acrobat Reader 7.0, etc) I get an error stating "Cannot find data1.cab"..."Error 1335", then if I hit "ignore" I get the "Error 2350".
I've searched and came up with a incorrect MSI package (Windows Installer Engine) So I updated to the most current one and it didn't fix it. I've also tried the msconfig -> boot.ini -> /memmax
Any ideas? I'm thinking about doing another reformat and ANOTHER clean install...
 
Error 1335: The cabinet file '[name]' required for this installation is corrupt and cannot be used. This could indicate a network error, an error reading from the CD-ROM, or a problem with this package.

Error 2350: FDI Server Error

I think you need to fix the 2.0 installer version:

When registration of the engine is corrupted, all attempts to run .msi installation packages fail.

(i). To correct the registration of the Windows Installer, unregister and then register the Installer service using the command line switches shown below. This shuts down and reregisters the service, which assures that the Windows Installer engine should function properly. Enter the following commands from a command prompt:

msiexec /unregister

msiexec /regserver

(ii) If this fails to resolve your problem try performing the following steps:

1) Unregister Windows Installer:

msiexec /unregister

2) Rename the following files from the command prompt: Msi.dll, Msiexec.exe, and Msihnd.dll (by changing the names to msi.dll.bak, msiexec.exe.bak and msind.dll.bak respectively.)

3) Restart Windows.

4) Install the Windows Installer service again (InstMSI.exe).

Have you uninstalled a previous version of NAV recently?

ok, I tried all the steps, and then when I restarted and tried to install the instmsi (downloaded from Microsoft on the link above) it says "Wrong OS or OS Version for Application"
Is my install just messed up, PERIOD?
 
Because you have remnants of installer 3 there.

Redo installer 3.1

Just some more on wrong association set for the .cab file.

"Go into WinRar and unassociate CAB files !!! worked for me"

Mention of bad RAM and interfering Virus Scanners too. 98 is a lot less demanding than XP, so looking at RAM issues may be beneficial.
