We have a selection of pc's and laptops all running Windows 98SE, they are getting stuck either with a flashing cursor or the 'please wait while your pc shuts down' screen. So far we have tried various patches from microsoft including,
4756us8.exe
W98SE Shutdown Patch for Mapped Drives
setting up an icon to run: -
Target, c:\windows\rundll.exe user.exe,exitwindows
Start in, c:\windows

On some pc's the above have been succesful but have failed on others. Does anyone have any other ideas we can try?

Many Thanks

Check out the thread "Win 98 Second Edition shutdown problem" posed by Dachang. We have some possible fixes that might work for you.
