Windows 98 start up problem

I have a HP Pavilion 6540C with Windows 98 SE on it. My system will not bootup after it is shutdown. This happens when I do a normal shut down. If I need to bring the computer back up it won't start. The computer light comes on but that is it. I have to wait about 10 to 15 minutes before it will bootup. I get nothing on the screen,(and it is not the monitor) I can't get into safe mode, the bios or anything. It doesn't matter if I have been on my system for 1 minute or 4 hours it does the same thing. I have wiped my harddrive and reloaded 98, I tried to upgrade to Windows 2000 and it still does the same thing. I have done the scanreg, disable things for the startup menu, system file checker & etc. There isn't a Bios upgrade. I have installed new RAM and a new battery. Can anyone Help?
 
The only thing I can think of is that the processor is getting too hot. There should be a fan on the processor, when the computer is switched on does the fan work, i.e. spin round? If not you need to replace it. The computer will not opperate if the Processor is too hot.

I purchased the computer new. This problem started about the time the warrenty ran out. It was in under warrenty once and all they did was reload the operating system and it did not help.

I need clarification ...
After you notice nothing is going on, did you have to power down, wait for 10 to 15, and then power up? Or, you did nothing after the first power up and it will gradually boot without your intervention?

Regardless, I suggest the following ...

1. Reinstall CPU
2. Reinstall RAM
3. Reinstall all cables.
4. If your video card is PCI, try another slot. If AGP, reinstall it. If you have another monitor and/or video card, try it.

I specifically think your problem has to do with the video card and/or monitor, though reinstalling some components did the tricks for me in some cases. I noticed some video cards cause booting problem for some systems when it senses that no monitor (usually "green" monitor) is connected. Not sure whether your HP and video combination applies here but it's worth a try. Also, make sure to secure the video cable so that there's no loose contact.
