Windows 98 restarts instead of shutting down 1

My Windows 98 PC will not shutdown. When I try to shutdown in the normal way, it instead restarts the PC.

Please can you advise how to correct this problem?
 
Try this start,run,msconfig,advancedtab,tick box disable fast shutdown.
 
this started after cleaning some programs off my hard disk the other day.

Nothing that should cause system problems though
 
That is an odd time for this to start occuring... Have you checked in your CMOS setup for what happens after the system has been shut down. Not that this should have changed on its own, but sometimes there are options to stay running, or restart...
