Windows 98 Reinstall

I am trying to reinstall Windows 98SE in a laptop that will not boot because of a missing system.ini file. The error message says to reinstall Windows. The problem is, in setup I get a message that says Windows is already installed and it won't go any further. How can I reinstall (or uninstall and reinstall) without reformatting the hard drive and loosing all of my files?

 
Go back to a good copy of the registry .

Toggle F8 ( when , verifying DMI pool message comes on ) or Press
Ctrl during bootup , depends on your computer .

Select , Safe mode Command prompt

After the C prompt , type , scanreg /restore

Follow the prompts and select a registry dated prior to the problems .

scanreg /restore

For start, delete win.com in \windows and see if it will go.

This worked for me. However, if I had followed your process would I have had to reinstall the drivers?
