Windows 98 Reinstall / Scandisk 2

Some of the information on my Windows 98 "Help Topics" is missing. When trying to use Scandisk (before trying to reinstall Windows 98) I get the following message:

"Scandisk has restarted 10 times because Windows or another program has been writing to this drive. Quitting some programs may enable Scandisk to finish sooner.Do you want to continue receiving the warning?"

I have turned of everything but still get this message. Any suggestions to resolve this?
 
Point of clarification: Are you trying to do a clean install, or an install-over? And is this before you begin the Windows Setup cum Mating Dance routine, or is Setup trying to scandisk, and is hanging up in the process?

carrr: Thanks for finding the KB article. My favorite means of using Scandisk and Defrag are within safe mode, though from the sounds of nataraj48's problem, Command Prompt mode might be optimal.

(Though I will admit that I have been lazy in the past, and performed a "idiot shutdown" to force scandisk to run on reboot...)
 
Turn off AV scanning software, Power Mngmt, and Screen Saver....as well ctrl+alt+del to STOP everything(End Task) except Explorer..

Safe mode is the best way to go

Make sure you have
AutoScan=1 or AutoScan=2
in msdos.sys as well

one more thing....
make sure the checkbox is "clear" at
Start >> Run MSCONFIG
GeneralTab >> Advanced >> "Disable Scandisk After Bad Shutdown".
