Windows 98 Popup Hell

Hey -
Trying to get rid of popups on a Windows 98 machine - tried everything in the FAQ and much more - AdAware, SpyBot, CWShredder, etc. Can't get rid of a running process - it's name changes every time I kill it - it creates many hidden programs in the Windows System directory with seemingly random names like Vnk3Ru.exe that are all 221 kb in size. For kicks and giggles I removed everything in the Hijack This log and rebooted - the Popup program restarted itself with a new name and was the only entry in the Hijack This log. Any ideas short of reformatting?
