Windows 98 Icons Changing To Different Random Icons

For some absurd reason Win98 icons on my machine seem to randomly change type although they execute the same way as the original file should. For example zip files change to the windows briefcase icon(or some other icon)then usually after a while or a reset they change back to normal.

What could be causing this?

Is it just bugs in the win98 software?

It is definitely a bug in the software. Microsoft knew about it when they released win98 or they wouldn't have included a tool in TweakUI specifically to fix this.
