I was told that Microsoft ships a free server along with the Windows 98 program. If this is on my computer already, how do find it? If not, where could I get it? How do I set it up, and get it going? And so on?

I dont know if they do, it's the first I hear of it but I think you would be happy with a free server such as apache for you purpose.
checkout the apache site it's a great server
mac

As to the original Question Microsoft dose have Personal Weserver 4 on the 98 CD.
This is a great asset if you want to support ASP or (Active Server Pages)and html ofcourse.
To Find this program on the 98 CD Type in a RUN comand ie.Start/Run/then in the dialog box type where E being the letter of your CDROM drive E:\add-ons\pws\setup.exe.
The install will then start.( note to install you must have a fairly recent installation of windows 98 or not many programs running or installed on the 98 machine as PWS4 or Personal Web Server 4 will conflick with them and give alot of errors in the installation process.( I advise that you reinstall windows to install this addon).
Once installed you will just have to get some kind of IP to host name. do a webserach for "no-ip" and you should find somthing.(free Host name or domain)
As Quoted above Apache is a great web server for PHP,SSI,HTML,CGI,PERL however with patience these can be installed on PWS 4 but I do not recommend as Apache is noted for its stable enviorment.
Tip: I have Apache and PWS 4 installed on the same machine to support the use of all scripting languages.
Hope this makes things easy
