Windows 2K server no services can be restarted or stopped! 2

Hi All,
I have a Win 2K server running sp2. I know that it should be patched, but it has an application running on it that might not like it.

This server runs exchange 5.5 (rock solid),IIS 5 (ouch), and cold fusion (problem child).

This weekend I was preparing to do an off-line backup of the exchange server and a complete normal backup, in preparation to apply sp4. When I went to stop all of the exchange services and they failed to stop with an "Error 1053 The service did not respond to the stop request in a timely fashion."

I have also tried this using net stop command as well to no avail.

Upon further exploration this is happening to all of the services.

Right off the bat I thought it must be a virus. I have ran a battery of virus scans using 4 different virus suites and they all came up with nothing.

I have been through the event viewer and the logs all look relatively clean. I did track down 2 application warnings on EventID.net and repaired them. But it did nothing to fix the problem.

I verified that all of the services listed in Task Manager are legit and they all seem to be.

It seems like it could be the service.exe service. When manually execute it comes up fine

Any insights into possible solutions would be very much appreciated at this point.

Did you reboot the server?

I'm Certifiable, not certified.
It just means my answers are from experience, not a book.

Did you ever get to the bottom of this? just come up against the same error and a re-boot is doing nothing?

DO you have an APC UPS by any chance? There is a well known issue with the PowerChute software version 6.x that has an expired Java component that causes services to hang.

If you do, go into services, take a look at the APC PBE Agent service - if this is marked "Starting" - then this is your problem.

To fix, you need to install the latest version.

I just found that APC agent information VERY helpful, emphasis on VERY.....

What I discovered was that the WMI Driver service was not starting during boot. I used Winternals erd commander to run a comparison between the system with the issue and one that had the same hardware configuration. It found some corrupted files and replaced them with the file from the working system.

You can get an emergency 5 day single system license on the Winternals website

That tip about the APC stuff has just saved me from going totally bald.

We changed our UPS config recently and I didn't uninstall the software from a server. Been pulling my hair out until I found this thread because I couldn't start or stop ANY services including the AV.

Got rid of the APC stuff (not needed) and it's fine. Ta very much for the tip.

Once the apcagent service is stopped then the server stands back up again if I remember correctly

Major booboo on APC's behalf though, took me down, and I thought it was MY fault lol
