Windows 2003 local security policy?

What happened to the effective settings tab in local security policy in windows 2003?

It should be there, are you sure the computer is a member of the domain and are you signed on with a domain admin account? If their is no GPO then the local settings ARE the effective settings, check if the GPO has been applied or not.
