Windows 2003 DHCP server not working

I've got a windows 2003 server standard machine and the DHCP server doesn't work. I removed the DHCP server role and tried to recreate it. When I'm at the last part of the Completing the New Scope wizard, I get the error message: "The DHCP server service is not running on the target computer."

I tried restarting both the DHCP Server and DHCP client service in the Services manager.

Any idea what's wrong with the DHCP Server?

Dear Isgko,

Could you please check following:

1. DHCP server must have static IP address

2. Did you authorize DHCP server within your active directory?

The server does have a static ip address. I authorized the server. (When I went into the DHCP utility, there is no scope for the server). I'm still getting the same error message: "The DHCP server service is not running on the target computer."

You may remove DHCP service and install it again from CD.

WHat about Event viewer? some error/warning?

Do you have server's TCP/IP restriction (i.e. internet security activated?); as you might know DHCP uses UDP.

The DHCP server has been authorized and there is a green arrow by the server icon in the DHCP manger.

In Event Viewer I found the following Error: IGMP could not join the multicast group 239.255.255.250 on the local interface with IP address <IP address of server adapter omitted>. The date is the error code.
The source of the error is IGMPv2.

What does that mean?

I looked at the DHCP server logs and there are only some starts, stops, and authorizing but no errors. There are some 55 codes with the Authorizing lines.

There is no internet connection firewall enbabled. I also can not ping the machine. But I'm able to go online with it.
