Windows 2003 client and BE 9.0

Has anyone had any problems with agents on clients for 2003.
I have a win2k box as a backup server and a win2k3 client server that needs to get backed up.
The agent install log shows up as successful but the service is stuck on starting.
This is the third server this happened to.
any ideas that I can try
oh I have 4454 and rant32 out of that directory
c:\program files\veritas\backup exec\nt\agents

if it gets stuck on starting it sounds like a conflict
check to make sure nothing else is using port 10000.
netstat -a will show all ports listening.
