Windows 2000/XP professional and NT domain password issue

Running a flat NT4.0 domain with various workstations(NT 4.0, Windows 2000 Pro, Windows XP)

I noticed that regular users using Windows 2000 or XP are unable to change their NT domain password at will (i.e. CTRL-ALT-DELETE-> Change password)

These users actually have to wait for their password to expire in order to change it.

The NT users are fine though.

Is there a way to fix this problem? Or is this some incompatibility between 2000/XP and NT 4.0 domains?

I can change mine on 2000 and XP but I am a local administrator on my workstation - is this the answer ?
 
All my users are already local admins on their machines.
Unfortunately its not the answer :(
 
this may sound stupid, but are they trying to change the password on the network's domain, or the computer's domain? (This Computer) And have they tried it via teh Control Panel?
