Windows 2000 won't shutdown after modem use

My Windows 2000 Pro will not shutdown -- screen hangs after "Start/Shut Down/Restart" before any dialog (monologue) box comes up. Mouse cursor is alive, screen is blank. Must re-set with power button.

This happens EVERY time I use my MODEM to dialup to the Internet. It is not sensitive to which ISP I use. All are the same. It is also not sensitive to the modem -- we have the same behaviour with three different modems.

This is a home computer that used to be hooked up to a DSL and is riding out the NorthPoint bankrupcy fiasco.

 
try removing the driver, shutting down, removing the modem, rebooting, shutting down, inserting modem, loading driver and try dialing and shutdown again. Also, get the latest modem driver. W2K is finicky.
