Windows 2000, taskbar buttons

I have a user who bungled her taskbar, and now the active application buttons won't shrink as she opens more than will fit on the taskbar. As soon as she opens the 4th application, it drops to the next line and won't show unless you make the taskbar 2 lines deep, etc.

Where is the setting for shrinking the buttons as the number of programs grows?

There is no such setting, albeit you can change the size of the icons system-wide by altering the DPI setting in Display Properties, Settings, Advanced.

I have 23 notification icons showing, and they are the same size no matter how many I choose to show.
 
Thanks, but maybe I mis-stated the problem. The width of the buttons is the problem, not the size of the icons. When I have only 2 or 3 open applications, the buttons don't quite fill the taskbar, but as I open more, the buttons get narrower. Hers stay the same width, and thus drop to the 2nd and 3rd row, and she has to keep her taskbar set to 3 rows high in order to see them all.

Open reged32 and navigate to:

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\

Export then delete the key:
StuckRects2

Reboot and test.
