Windows 2000 Server v Windows 2003 Server "Lock Computer" v "Log

On our Windows 2003 servers, when I log off, all server applications continue to run. On our Windows 2000 servers, when I log off, all server applications shut down as though it were an XP machine. Questions:
- Is this normal for Windows 2000?
- Is there a way to set up Windows 2000 so that I can log off and have server applications continue to run (maybe like with XP Switch Users mode)?
 
What are these server applications? Perhaps on win2000 they are configured to run under Your account?

Saflok (Hotel Electronic Key Program).
The three icons are in the All Users Startup folder:
- Saflok_CRS
- Saflok_PRS
- Saflok_Scheduler
The "Saflok Service Launcher" service (under services.msc) is set to run "Under Local System Account" with the checkbox "Allow Service to Interact with Desktop" checked.

If I log off under any local administrator account or domain account, the program ceases to function just as though I were logging off of a WinXP computer, regardless of which user account I log off. And when I log back on under any local or domain account, the program restarts and functions, once again as though it were an XP machine, and once again, regardless of which account I log on as.
 
Uncheck "Allow Service to Interact with Desktop". Typically this should be not checked for a service. Restart.

You can lock desktop - Ctrl+Alt+Del, then Lock Computer. Generally it is not good idea to keep user logged on, so use it as workaround only.
